About the project
In 2006, the Arizona housing market growth was at historic growth levels and Lennar (Developer) was required by the City of Surprise, Arizona (City), to deliver a fully compliant AZ Title 18 Class A+ wastewater treatment facility as part of their agreement to develop their Asante project. First, the Developer hired PERC Water to complete a Customized Design Report (CDR™) which became part of the Joint Development Agreement (JDA) between the City and Developer and the basis for a design/build/operate contract between the developer and PERC Water.
The CDR™ essentially became the foundation of a quasi-Public-Private-Partnership (P3) between the City, Developer and PERC Water to deliver the infrastructure asset. Lennar contracted directly with PERC Water to design, permit and construct the new greenfield regional Water Reclamation Facility (WRF) for their Asante Master Planned Community based on the logical evolution of the SPA 2 WRF CDR™. The CDR™ outlined all of the details pertaining to the specifics of the regional SPA 2 WRF.
Phase I was completed in August 2007, and has the treatment capacity to treat up to 1.2 MGD or approximately 6,000 homes. The SPA 2 WRF is expandable up to 10.5 MGD within the existing land allocation and based on the facility masterplan completed in 2006. The SPA 2 WRF also includes professional offices, a lab, conference room, and shop for the operations.
PERC Water’s Asset Management Division has been managing the operations and maintenance of the SPA 2 WRF for the past 12 years.
